This is another Bollywood Nagin or Snake Woman movie. I couldn't find a version with subtitles, but I don't think that matters because I suspect the plot is probably just a device to get us from one beautiful woman singing and dancing to the next, as it seems to be in a lot of Bollywood movies. According to an online description, a man an woman fall in love and set up a marriage, but a snake charmer messes things up by exposing that she is a snake woman. We see her turn into a snake after the snake charmer with skulls around his neck and his buddies play their snake flutes and make her dance until she drops. There are also some real cobras and lots more singing and dancing. Don't expect any fancy special effects - the snake-woman transformation is just a fast dissolve between her and a fake cobra. This might be a re-make of the 1981 film with the same title, but there is no IMDB page for this one, so I'm not sure.
